Ohh, I saw the title and thought, just wait an ingame day and it will go away, but never heard of this before.

 

Just try making an invite only session by yourself and wait a whole game day.

If the guy that killed you is under lvl 10 he/she can't claim bounty.

You can order and receive bounties after you talk to Lester.

Also when you are hiding in your apt/garage the timer stops and only continues when you are outside facing your imminent doom like a boss.

 

R* patched it to stop players from camping in there nice warm apartments.
