I've spent my entire play sessions last night and tonight looking for it, but I can't!

Play a Martin Madrazo mission, the enemies use Grangers all the time

if you are on ps I can help you, i will drive mine and they will spawn, otherwise, drive the highway that leads to paleto bay, i always see them around there. Helps to be in an SUV

just drive around in different cars, when you see new cars spawn then take them and other new cars will spawn.

works every time with all cars, maybe change the neighborhood your looking in.
