They probably have been very busy trying to put an end to all these glitches/exploits. It seems they have achieved a reliable surveillance system after the maintenance, maybe they'll start focusing on the content now.

I've seen a few Twitch streams where the Streamers made Cops N' Crooks games but made it through using the DM creator, since you can't make missions yet. They had all their spawn points, a few police cars for the team playing cops, the crooks start out on foot, I believe, and steal a random car. The goal for the crooks is to reach a Luxor that is at Los Santos Airport and fly away. It's actually a nice job and effort.

Willie the janitor never swears. He also has a swear jar. He was also brought to attention R* has a ladies room. Willie now sits behind a wall with a hole to view said room. Don't judge Willie.

LSPD FR on the PC is a perfect example of something that was made for this very task.

 

The patch that removed the Tanks and Jets from the garage could of quite easily kept the Police cars in but I think their plan is to develop something like LCPD FR for the consoles and charge money for the DLC.

 

The removal of the Police Cars really devastated the role playing community.
