Cloud Servers Unavailable, Please Help!

I have had the game for over a week now and have not been able to get online at all. Whenever I try to get online it tells me that the Cloud servers are unavailable. The only option I have is to continue without saving, which will choose a character at random. I am playing the game on an xbox 360.

 

I tried the google DNS. I deleted the patch and then re-installed it. I tried calling Rockstar customer service but there is a busy tone.

 

If anyone has any helpful information on what could be the problem let me know.
