Do I need to transfer my files to another ps to get my online player back or should just logging onto another ps let me access it?

just logging in will do it

but anything thats saved to your harddrive will kinda be screwed i believe

Yes. Ive logged in to my account at a friends place & played GTA:O without issue.

Cheers smoke, saved me a 100 bucks just to get my old ps fixed so I could transfer my stuff over. Which isn't really worth it considering I've got a ps4 and this will be the last game I play on my 3.
