How do i use that elevator?

You know those rooftop ramps downtown?  I can't find a way to get my motorcycle to the BEGINNING of it, I can ramp off my apartment/condo thing (with the helicoptor on top) and land on a building but that's not the beginning.

 

Remember that building a little north of the Biker shop? There's some stairs that lead to the office building with an elevator in it.  I'm thinking it can take you up to the HIGHER office level and ramp off from there.

 

Anyone know how to use the elevator?  Do I have to beat a certain mission for it to open? I haven't beat the game yet.

im not sure if u have to beat a mission first but u go on to the rooftops on the g-spotlight mission from the film studio. as u said it is a bit north of the biker gangs place and follow up the stairs go round the corner and u shud b able to go in the office and the lift shud b open and wen u get on the next floor u go thru the window on to the gap in between th building. but if the lift ent open i dont know what to suggest.

Yes, you have to beat "G-Spotlight". After that the elevator becomes free to use anytime (you need it to complete at least one unique jump to get 100%).
