Very true, but what about the lower ranks that don't? Maybe just making available to them

nahh, I however do endorse game mechanics that punish trolling and griefing, as much as I believe they provide a valuable service to the community, too much prohibits a significant portion of new comers from embracing the game at all. Less players, less fun in my opinion.

I think they should open up the hotel in blaine county make it 20 bucks an ingame day and you can park a car outside of it. That would work for the noobs.
