I've never searched for one, I'll be completely obvious. But I actually just read earlier that if you wait for Simeon to ask for one, it will spawn at Michael's house I guess. Again, I can't confirm this but hopefully that helps

Take a heli, and hoover over the parkinglot i marked, and you will find one there if its not, just fly back to helipad and back again and recheck

I saw loads the other day whilst pissing about on a BMX. My exact route took me from the $400,000 apartment along to the nearest store (the ones you can rob) when I came out of the store there was a bagger parked on the side of the road and I saw at least 3 being ridden by NPC's. I haven't tried it again to confirm but it's worth a try.
