But you can try it, just backup your Steam gta-sa.exe, then find the 1.0 one, I believe it was in one of the topics in Support section. DYOM and CLEO work on Steam version of SA But CLEO 4 (DYOM 8) doesn't, because the exe (1.1) of the steam version is not compatible with sannybuilder. I mean, there are some mods available via Steam for other games, why don't we do it for Steam? There's no point. CLEO is incompatible with Steam's gta_sa.exe, so it's really useless. You can't install Cleo in Steam's version without modifying it somehow. Therefor DYOM does not work on GTA SA Steam. It won't work unless it's 1.0 and not a Steam version. Saves aren't that important if you really want to create a mission in DYOM.
