I don't think getting cars or money is a problem. What needs to be banned are users using GODMODE or RP MODDING/GLITCHS/HACKS. That ruins the game and fun for GTA 5 players. There are probably a couple of objections I could list here based on moral grounds (regarding 'you deserve everything', ie. banhammur), but there are even more counterarguments to said objections, so I won't even bother. If you don't know, aim assist has been in GTA ever since it started. That's why under the settings tab in controller, it's called TRADITIONAL GTA. It's like saying "Hey! You're not a legit driver because you drive a car with a steering wheel." That's pretty much how stupid you sound. Using aim assist doesn't make a player not legit. Other players use free aim because they want a challenge, but does that mean they're legit? As for your problem, send Rockstar a ticket or wait a while. It will most likely fix itself after a while.
