This may mean there is DLC for it or just a cool addition for realism.

a DLC because an elevator moved... alright

Yesterday I read another kid talking about that a clothes DLC is hinted to be released because an NPC wore a shirt he liked... but this, this one's good too lol...

 

It's just a little detail which is easily noticeable the first time you fly through the skyline, so I suppose you just lost your skyline fly-thru virginity or you ware just blind for the past months...
