Recently one of my friends killed someone and got a 9 mil bounty he was happy until I told him about the possibilities of cheaters pool

Recently one of my friends killed someone and got a 9 mil bounty he was happy until I told him about the possibilities of cheaters pool and then he agreed not to spend any more. after i did some research i saw many people were having this problem and they chose not to spend it and wait for rock star to fix it. So I told him the same. The next day he said he did his own research and said that he wouldn't be put in if they couldn't trace his server. so he continued to spend it and then my other friend went purposely looking for a mil bounty and found one and he is saying the same thing as my other friend. so I just stopped playing with them cause i feel it inst fair that i work for my money and they purposely go look for modders and i don't want to get a bunch of money and ruin my experience and i don't want my friends thinking this is a awesome thing to do. I just want rockstar to have this fixed cause its really not fun for the players who wanna stay clean.
