My strength is stuck at 15/100 (L.42)

Long story short: I'm level 42 and my strength has been glitched ever since I made this character. This is my second one since my first was deleted within the first week of GTAO's buggy launch. Every now and again I see two notifications, "Strength 40/100" quickly followed by "Strength 20/100." Then when I check my stats my strength is at 15/100. This is incredibly frustrating.
