What does rockstar say about getting bounties worth two billion? I joined a game and a guy outside my apartment had a bounty. I killed him and next thing I know I have two billion in hand. Wtf??

You can report it to R*, but I honestly doubt they would do anything about it. They probably receive countless complaints a day about this same issue that they choose to ignore them while they're working on a solution to fix this issue. Keep playing as normal but DO NOT SHARE THE MONEY. Sharing the money, is more or less, a sure way of being placed in the cheater pool.

Modders are fun aren't they? My brother has made a ton of money off them, it's either the bounties or the wimps hiding in their god mode.
