If you guys scroll down on this link from the playstation store and scroll down to sales it says Grand Theft Auto V Mexico! Possibly a new map or for the story mode?

It's a typo. Maybe they plan on releasing the CE digitally? It's way over-priced for DLC.

I'm from mexico and I can confirm that it's just a discount for the digital version of the game.

The "Mexican Release" sounds most likely. Probably any DLC will take place in S.A., GTA VI will be a new city.
