No they were always there. The commercial portrays them as fictional credit cards I think, not really as cash cards.

It's always been there. It probably went unnoticed to begin with because without knowing that the GTA cash cards were going to be called "shark cards" it just sounded like another overly-obnoxious credit card commercial.
