It's OBVIOUS R* was reducing our money prizes from missions and races because they wanted to make us buy those cash cards. Sooner or later things would just get a lot more expensive just like the C4, most ammo, and some vehicules did. Maybe this caused some people to hack and that's why they're sharing money with us. They're not being generous, they're protesting. And yes this is a conspiracy theory.

People hack because they can. Is that simple

 

They cannot hack if they are banned.

 

Thusly, we have an issue of Rockstar not limiting the amount of hackers and hacks - one is internal policy, the other is plain and crass incompetence. Big LOLs to everybody.
