They're on the street near the docks. They don't spawn very often though. It would be a lot quicker to just buy one.

 

I'm down to help but won't be able to get on for another hour.

I dont think this works anymore after 1.08.

 

I fully modded a Sandking XL, and gave it to my friend to put in his garage. When he drove it into LSC to put a tracker on it, everthing was reset back to stock.
