No one needs great visibility to snipe a tank. You just need to pick the right elevated building/mountain spot at the right time. If the tank moves, just fly low to a new spot. If its underneath you, wait it out. No big deal.

I actually got my first tank snipe kill in the snow last night. I'd never tried it seriously before so I had to shoot a lot of different places, but then I found the sweet spot and even with the regular sniper rifle it was a 1 hit kill. It was most satisfying, especially since he had a bounty of over $2.5 billion on him (I didn't know that - I was just killing the guy griefing with a tank).

 

And for those that are saying the weather conditions are making it impossible, you're obviously wrong since I did it, but despite that I was still far enough away and elevated enough that there was no way the tank could have ever been a threat to me. I guess it's a case of finding a middle ground for those that always go far, far away.
