Why does rockstar not just disable the ability to give money, especially before the influx of new players. Problem solved untill they work it out properly.

For f*ck's sake... you people obviously don't play the game anymore. Money can still be gifted through bounties and robbing stores. Cutting even more content would be a fix since R* hasn't even been bothered yet to attempt to fix the root of this problem.

Money is being shared from the last job, which we can all do without any modifications.

 

Removing that would be a pain for legit players, but it also wouldn't stop modders putting massive bounties on people, which is just as common as gifting.
