I believe the OP is referring to electric vehicles, such as the Hijak Khamelion, Coil Voltic, and Cheval Surge. These vehicles can't get transmission and turbo upgrades because the engine functions differently from internal combustion engines, and they lack a gearbox for shifting.

I'm terribly sorry, I meant to say the Cheval Surge. And as far as the Coil Voltic goes, I could definitely upgrade the Engine, Transmission, and Turbo.

Because Electric Engines are fundamentally different to Internal Combustion Engines, perhaps?

 

Most full-electric cars (not Hybrids) can't have an upgraded transmission due to a lack of gearbox. This is due to the electric motor not needing gears. Same issue with the turbo - it doesn't work due to the fundamental differences in how the two engines work. Bearing in mind that while the Surge might sound like it's changing gear when you drive it, this is due to R* being thick and giving it a sound that doesn't really belong to it.

 

Engine upgrades are fine though. You just have to consider it as adding more batteries rather than increasing the power through other means.
