They don't care about the size of the fanbase that love or hate that game no matter how huge or tiny that fanbase is. It's the amount of $$$ that game has earned which determines the fate of the game's characters. Look at TLAD for example. I always imagined that the universes are switched, so in the GTA universe there would be a game with fictional places such as Los Angeles, New York etc., and all the parodies in that universe would be accurate to what real life is.
