Can NPCs collect bounties?

Playing in a solo session. Carjacked some guy, then he texted me that he put a $5000 bounty on my head. Can NPCs collect bounties as well, or only players? How long does it take for the bounty to expire?

NPC's can make bounties, they do not collect it though. Its the same time duration as if a player were to set it.

Actually, yes they can.

 

There is a NPC bounty hunter. He is easy to spot - black saloon, loud music and erratic driving. If you chase him and shoot he will shoot back. If he crashes, he'll jump out the car and shoot at you. you'll be driving along and out of no where a red dot (enemy) will appear right behind you. The guy is a fat bald redneck so is pretty easy to spot.

 

I've only seen him in invite only and solo sessions. He doesn't always turn up though. The time limit is the same as if a player puts a bounty on you - 48 minutes in real time.
