Sorry for the wait. Correct. RON is an oil company, and their slogan is "Put Ron in your tank", which is clearly a reference to Ron (the caracter).

She can be met by Niko and Michael, but both are optional encounters - you can complete both stories without seeing her.

 

Clue #2: Drugs

Prior to the Epsilon Program, she will tell Michael if he meets her she was into drugs, similarly if Niko meets her she was an addict back in Liberty City.
