The leader of the Alturists?

 

Correct! Referred to by his followers as the "Master", it is the leader of the sinister cannibalistic cult. Clue explanations:

 

Clue #1: Miss-able character

If you run out of victims to deliver, you won't be able to meet this character.

 

Clue #2: 4 of 13

You must deliver 4 victims for Trevor to be taken inside the Cult's stronghold. Hopefully I'm right with this next bit that there are thirteen possible victims: Timm, Ursula, the girl hitching a lift to the Vinewood sign, the runaway bride, Lacey Jonas, Castro Lagano, the girl being kidnapped by The Lost, Antonia Bottino, the drunk guy who's friend asks you to take him home, the drunk couple (2), Patrick McReary, Packie's accomplice.

 

Clue #3: Morse code

The Altruist's sinister doctrine is written on their website in Morse code.
