The game handles North Yankton and the snow cheat code just fine. It's only particles and textures.

Not hard to make the textures overlay others. Im sure though it will all be static textures though. What I mean by that is if you do a burnout on a dirt patch the dirt will be kicked up by the tires. This however wont eventually make the dirt disappear and it will just keep kicking up dirt forever. So with snow on the ground you wont be able to do a burnout on a section of road and eventually make the snow disappear. Also snow will act the same way rain does now on the road. Rain is just a static texture on the road and even if you do a burnout it wont cause the water to evaporate under the tires. If they can do this with rain they can do it with snow.

I don't mean that, dynamic textures are ridiculous to try for this game at this gen. I'm saying a lot of terrain textures (ie: images) will have to be redone with snow; dirt, grass, gravel, concrete, roads, etc and all the transitions between them, that will also have to be done to the LODs. That's the least that has to be done (keep in mind this doesn't include map objects/buildings) since I think it would look too cheap by Rockstar standards to just use the same snow texture over and over.
