Ridiculous bounties!

I just fully upgraded a stolen car with my first character to give to my girl's character - aka the second character - since it's a low level (no mods, no nothing). I give it my crew member to hold while I switch characters. I finally get back into my original session, jump into the car, and bam - "You stole my ride, motherf*cker!" yada yada yada.... 5k bounty from an Unknown.

 

Now think about this. The first character jacks the car..... gets no bounty. My crew member drives around in it for almost 10 minutes..... gets no bounty. The second character gets in the car..... gets bounty.

Maybe the guy who set the bounty knew who it was for. Or maybe it is a weird stalker thingy going on.

Yeah it's really dumb, if you just jack a parked car or especially take one from a pedestrian driving on the road, they'll bounty you. Even though I like to play a "good" guy and don't want to do bad things unless I have to, R* has basically forced me to violently kill any pedestrian I ever steal a car from.

Here's what I am guessing happened...

 

The NPC's bounties are a random scripted event that takes place the moment a car is stolen. After that car is stolen, it is marked stolen and will not play this script for that vehicle anymore, so you won't get bounties placed on you every single time you get in it...

 

But, when your other character entered the game, since they were not there during the vehicle theft, it had not yet been marked as stolen in that particular characters freemode game. The character enters the car and the script runs, randomly choosing to place a bounty.

 

Just a guess.
