If anything it would be basic development, i.e. discussion of where it would take place, protagonist(s). If this does turn out to be something, it would be some sort of DLC for V. The next GTA will NOT have multiple cities, unless those cities are closely related. If there is a Vice City, it may also include Naples, etc... This probably means GTA City of Paradise is an episodic dlc for GTA V (but they include a city instead this time around), which means Rockstar lied again. Now as an expansive DLC of some sort, it makes sense. Not really gonna pay much attention to it though, more often than not these things turn out to be fakes anyway. I don't think they are focusing on a new game when GTA5 still has work that needs to be done. If GTA5 is Los Santos, it would make sense that GTA6 is San Fierro and GTA7 is Los Venturas.
