Except that the minimum age for a character when creating them is 21. So the picture would be of a computerised rendering of someone at least 21.

 

The real reason.is that the game is rated as suitable only for persons over the age of 18.

I thought the ESRB ratings were nationwide ? M+ rated games are 17 & over. When i got gta the day it came out, they didnt even ask me for ID.

I don't think it has anything to do with the age of your social club account but it's based on your XBL profile age. I'm experiencing the same problem because my XBL account is under the age of 17 but my Rockstar social club is not.

In the UK Im told its a crime to let your kid play an 18+ rated game.
