Everywhere, it has no set spawn point so you just need to have luck...

Thats what you think. IMO its the best and most fun car in the game, together with the Phoenix.

I see them all over the downtown area a lot. Not sure if it actually works or not but you can try driving another muscle car around there and it might have a better chance to spawn.

On the road.

 

Usually when I've seen it's been down the southern end of the city but it'll just spawn at random on the road. Go for a drive down there, don't find it in 15 minutes then do a mission and come back, eventually it'll show it's face.
