Sit in front of your garage, grab a car off the street, pour gas on it, light it and right after, walk into your garage as car bonfire takes place in background during garage walk-in animation. In your garage, hear boom outside, which usually triggers at least a 1-star wanted rating. Wait it out for a few seconds, get RP. Repeat. Do it off to the side so as to not get in the way of people coming in/out of garage. Fairly quick, so can be done over-and-over easily.

Alternatively, go through the list of races in the start menu job list. Host them and play them 1 player. You get RP for winning every one.

Additionally, to the above - I do play the game. Occasionally I create something else to do for a while.

Park a car with a sticky bomb at a stop light and blow it when there's a bunch of npc cars around. If you blow up at least 5-6 you will get 3 stars. Run/drive directly into your garage or LSC and it's 300 RP for losing the cops.

 

You can also sit at the entrance to the downtown LSC parking lot and your sniper rifle will reach the cops standing outside the police station with the skyway over the road. Pop one, instant 3 stars, drive into LSC and get 300 RP. Cops aren't outside the station 100% of the time though.

 

Both of these are boring, although blowing a sticky at a stoplight and getting a chain reaction of 10+ cars always makes me smile. Guess I'm sick like that.

Step outside and beat pedestrians with a crowbar/bat and steal their cash until you get a wanted level, then head back into your garage for RP. Basically the same except you get some extra cash, and get to be violent.
