Apparently it's in single player and has the rear spare wheel and side steps fitted as standard, which you usually have to get from LSC.

All the silver trim on the base one is colored matte black, and has less mod options.

It also seems to have a lower suspension height than the normal one.

It's able to be more customized. I got one a couple of nights ago.

 

First thing I noticed was that upon driving into LSC, the Dubsta 1 shows "Benefactor Dubsta, SUVs".

 

When driving into LSC with the Dubsta 2, it's classified simply as "Dubsta (no Benefactor), Off-road".

 

I'd compare the differences in customization to the Canis Mesa and the Merryweather mesa.
