Vehicle Speed During Missions

Everytime during mission, my vehicle - either bikes or car, seems to have its top speed nerfed. It's quite a significant decrease, so that's why I'd like to know if you guys also encountering this problem.

 

I rode my Double-T for a mission last night and I can't seem to reach its usual top speed. And when I tried speeding again off-mission, it's just like usual.

Did you happen to have a passenger on during the mission, and not after the mission?

Uh... actually I did have passenger on my bike. But what about the car I drove? My F620 slowed down, without having passenger

I've never had that happen to me.
