Ok maybe I didn't say that properly I meant why would rockstar put it as a cheat? Most people don't even know cheat codes exist. A couple of weeks ago it was so foggy here in LA that headlights and tailights were visible for only a few car lengths. Scary as hell on the freeway. Weather effects are handled by game code, so the snow in North Yankton can be activated anywhere, the game simply reads the data and applies it to the world.
