From experience, the Dubsta is hands down the best SUV in the game.

 

That being said, I've never even seen a Rancher XL, so that might compete, but the Dubsta is easily obtainable, the most customizable vehicle in the game, and performs fantastic both on and off-road.

I can't tell which one is the best, but from my experience, the Mesa fully upgraded is really good.

 

Also,

Dubsta, really ? Weird, I own one (because of its look), fully modded and a stock Baller could keep up with me.. (without catch up and I'm a good driver), even when I was behind the Baller I couldn't catch up.. O.o

Serrano is very underrated. Little more rare to obtain but certainly not difficult. Handling for an SUV is great, top speed/acceleration is decent when upgraded, and it's actual size is smaller than a Dubsta or Baller so you can maneuver through traffic a little better. Also looks pretty cool as far as SUV's go.
