Crashes after splash screen logos.

Okay this game used to work. I got a new PC and now it doesn't work.

 

It starts up, goes through the logos and shows "GTA IV" and then it just goes into a black screen forever.

 

Also I have the steam version so it's 1.7

 

Any fixes for this bullsh*t?
