Where to buy chains?

I have seen a few people with chains. I have been to every store that offers accessories and the option for chains is there, but nothing to buy.

I think you just have them after Beach bum pack. I went to my house to change clothes and I saw I had a few chains, but when I went to a few stores I saw none of them.

That is what I thought as well, but when I go to my Apartment, then Chains, it shows nothing.

It depends on what top you're wearing as well.

This. You can't have chains if you are wearing suits.

I have tried with no shirt and still nothing. The option is there, but there is simply no chains to buy.
