I don't think it's rare, I've seen them all the time, and usually avoid them (stock ones are a bit slow).

 

Of course that doesn't mean you can find them within 5 minutes whenever you feel like it, but I quite often see these rolling around.

You can force this car to spawn depending on what you are driving at the moment, I forget which car. They look nice in my opinion.

They're about as 'rare' as the Tailgater-- meaning you can easily find them if you know when/where to look. It offers some decent mod options and is good for cruising, but not much else.

 

Personally I like my Manana, even if it is slower than molasses crawling uphill.

Car is fairly common. A modded one that someone keeps and drives, is not.

No car is rare...there is always a spot/area to find them if you know where to look and are patient. Untill rockstar issues a car that there is only 1000 of them (or some other set number, could be 10,000) in the entire GTA online universe then NO CAR IS RARE. So lets say once the first 1000 people find and stick it in their garage no more will spawn EVER for anybody playing online untill an owner sells it then you could consider it rare. Manana's do get 8/10 cool points though.
