Can you unlock parts by doing solo races?

I have noticed a lot of parts require me to win races to unlock them. Can I do these when doing a practice solo run of the race, or will it only count against other players?

Only count if you race against another player

yes sir you must race against others and win

 

if you don't want to your best option is to trade wins on one lap short races with a friend

Im kinda glad its set up this way, otherwise I would lose incentive to do competitive races, this way the rewards are more unique.
