Limited police response?

Has anyone else noticed that it is much easier to lose the police, especially 4 and 5 star wanted levels in open free roam than it is to lose them in an invite only session? Do you think there is a limit to the number of police available in a session rather than the police being unlimited?

Pretty sure the amount of cops on 1 map at the time is limited. When I'm in an invite only or solo lobby, I always notice more regular cars on the road than when in a full free roam lobby (sometimes I get almost no cars on the road then). So I'm pretty sure that if you're in a chase, and someone else on the other side of the map also has cops on him, you'll get less cops.

it gets divided between players basically

traffic, pedestrians and cops

so if you're in a game by yourself there's going to be more of these than there would be with 15 other players
