Whuts every body talking about the telephone numbers for and how do you use them

From what I understand there are phone numbers dotted around Vice City, and you can actually call them in real life.

You pick up the part of the phone that goes next to your head and you put it there.  Make sure the part you listen to is next to your ear and the part you talk into is next to your mouth.  Then you use those skinny things at the ends of your arms to push the little buttons on the phone with numbers on them.  You'll hear a weird intermitant ringing sound for a moment and then a voice.  Don't be frightened.  This is not witchcraft or some dark magic.  That is actually another person not in the same room as you that you can still hear and speak to.

It is about 9 inches long and 4 inches in circumference.  Its surface is smooth with a rounded end on one end and a speed control on the other.  When you adjust the speed control it begins vibrating.  The more you turn it the more it vibrates.
