Can't watch passive mode players?

Earlier I was in my apartment watching a guy on my tv driving around. All of a sudden the camera changed to someone else and he was no longer on the list of people I could view.

 

I figured he left the session but when I exited the tv I could see he was still in my session. Then I saw on the map he had the passive mode icon.

 

I returned to the tv and he still wasn't able to be viewed. So does this mean we can't watch passive mode players? What legitimate reason could there be for this?

I have seen the screen blank and change a couple of times without the player being killed. maybe that's it.
