I've noticed that the tow truck won't freeze everyone. Such as people that are close to you when you hook up to a car, won't be froze. I hooked up to my friend's car while he was in it, and he also done the same and neither of froze.

 

Edit: Sounds like a rendering issue, with no exception codes, which is what I think is what's causing others to freeze.

It freezes those outside your draw distance upon hook up of car. Those players within your draw distance will not be frozen.

Doesn't seem right, me and him drove away from each other, far enough to be out of draw distance, then drove back towards each other. Still no freeze..

As i said, those initially in YOUR draw distance when the car is hooked up WILL NOT be frozen. Only cars that come in contact to your draw distance as you drive. I own a tow truck.
