Nah mate, I for sure think it's goodbye Police and Emergency Vehicles so unless rstar gives them to us via dlc(maybe cops and robbers) then dun think we ever will have them.

He started appearing after I got to level 11. Everytime he hits my car I destroy him. Well if anyone wants that car keep an eye out when you leave any building or mission for a black car speeding for no reason.
