If Games For Windows Live shuts down can we just use it offline to sav

My favorite game on PC is Grand Theft Auto EFLC and I still want to save my progress. Will we be able to use it in offline mode if the servers shut down? GTA needs a GFWL account in order to save, I can make an offline account.
