Because cheaters are buying their way to an advantage over other people, where as criminals have equal oppertunities to a score.

How about buying a cash card is considered investing in R* as my real money is going to server maintenance and dlc. And the in game cash is the return on said investment.

 

While exploiting the game mechanics is cheating the system. By going this route you are not making the game better in the long run.

I actually recieved a warning for referring to the general populace as 'ladies. Yet they are here calling be a w*nker and a tool and I just take it on the chin like a man instead of a lady. Its the exact same reason I will never feel to need to report anything any one has to say. I am more than capable of dealing with it like a man as opposed to a lady.
