Level 4 Vehicle Upgrades in Offline Mode?

Hi, guys.

 

So, my console was banned a few years back, but I'm still using it. I am aware of the whole not being able to unlock more haircuts before linking to Social Club, which is already a load of bull, for people who have either banned consoles, or just no access to internet.

But I'm wondering, and I really have looked around concerning this issue I'm having, is it not possible to unlock level 4 upgrades for cars, including both aesthetic and performance upgrades, if you're playing offline?

I can't figure this out, as every time I google how to do it, only tips for the Online mode come up.

So please help me out, guys, it's super annoying, not knowing whether there's anything I can do, or not. I'm currently doing all the races, but nothing is happening for me. So far, I've gotten all the level 3 upgrades, but with some cars, I am holding off with the purchase of them, as I don't know if the level 4 upgrades will be available for me anytime soon.

Upgrades Unlock as you progress through the Story & Missions.

Beware that cars may disappear from garages.
