He had been following me off road, so i kiled him. He had left the door unlocked, so I drove it to the cargobob, now I currently have it hooked up with my cargobob.

 

Where should I put it?

Can he call the mechanic to call it while im carrying it?

if he knows how to play the game then he wouldve locked the car right away, and even if you took it far, he could just call the mechanic to bring him a new one

 

just drop it in the ocean lol

I've actually never tried. Possibly, but possibly not. If he put a bounty on you, do whatever. Make the car unmovable, by slamming it or something.

dropping a car in the ocean doesnt count as YOU destroying the car, so have fun while the cargobob still spawns for you :p

Ok, how about placing the car near him, surrounding it with a line of gasoline, wait around the corner with the car in between OP and the Cheeta guy, and as he approaches shoot the gas, forcing him to watch his car go up in flames and then OP can make the kill.
