This does not make sense. That said, being "massive" is not the only goal. GTA V's map is big but it's also very detailed and well designed. Now it is like having a big yard that you dont use. No reason, need, or desire to explore. If it was bigger just the exploration wouldve been fun. Hunting, offroading, getting as lost as a video game will let you. I agree the map should have been bigger with more trees. I understand Assassins Creed loads, but they have a sh*tload of trees. Could you imagine trying to drive around on that thing? Or doing missions that make you drive places? You would have this huge map taking up 95% of the harddrive and memory, but you'll be confined to the tiny corner in the city because everything else is just too far to drive too. Sure, it might be cool ONCE driving 2 hours to check out the map, but then what? You would never go back, just a complete waste of memory and data. GTA V's map is perfect. The drives are long enough to feel like your driving through regions, yet not long enough that you get bored. And as someone else mentioned, it's extremely details and actually enjoyable to drive around. A map that size would take 15 years to detail every square inch like GTA V's map. Im not a developer by any means, but you really think it would take that much time and memory to develop wilderness. Im sure they could copy and paste some forest and desert areas. Also, dont they get around loading screens by letting the player trigger interiors and things? So when you are on the way to the wilderness, it knows and starts to load the area? It would be about three times the wilderness there is now, maybe a little more. Also, its wilderness, not the city, so it would need less detail and be there more for the atmosphere. Maybe in a later game where we actually need a second city to travel to, but for now we should have smaller towns or small cities and not big ones like SF or LV. Each game is a unique vision for what they want to create and this game was supposed to focus about Los Santos. Even if they padded it out, adding another big city would be unnecessary.
