Custom Comet won't go over 20 mph

All of a sudden after i got this rockstar stimulus, i got into my comet and for some reason it refuses to go above the civilian speed limit, no matter what road it's on. I've even changed sessions, tried recalling, and still doesn't go anywhere near as fast as it should, it drives literally 30 mph max. Is anyone having this issue all of a sudden?

Uhhhh i can't drive ANY car now over 30 mph. I don't know wtf is going on here.

Eh, I've noticed earlier that any phonecalls I've tried to make, wouldn't work. Mechanic would never answer his phone, Lester wouldn't pick up.
